IPA Manager is installed, but where is it?

I've tried restarting the iMac 24, nothing happens. I've tried reinstalling, and then restarting, still nothing. Keyboard settings doesn't give the option to add a new keyboard. I know it used to be there!

It is possible that IPA Manager is not a standalone application and instead is integrated into the user's system. The user should try searching for it in System Preferences > Keyboard > Input Sources to see if it is listed there. If it is not listed, the user may need to reinstall IPA Manager or contact customer support for further assistance.
