If an MP4 video with AAC audio is converted to MP3, will the resulted MP3 file lose quality?

Not exactly, however, it will have a bit of loss on the pitch & bass at places.

Will advice to first convert the mp4 to aac & then to mp3, that way it will have the super quality intact, as that is what I generally do, while trying.

You can convert an MP4 video to MP3 but only up to 320 kbps which is the highest quality for this type of file. Also, to have a decent sound, the MP4 needs to be encoded at a high rate because otherwise you will have an MP3 file of low quality.
