The partition editor of the OS is pretty limited to create, edit, delete, format operations. Resize operations are available for new volumes only where you specify the exact amount of GB that the partition should use. These has to be something else regarding this matter because I have never encountered problems managing partitions using the partition editor when I installed operating systems. Make sure the HDD is in a healthy condition before trying to install anything.
