How can I get calls using Mobile Partner from Alcatel One Touch X230L USB dongle?

The Mobile Partner is used to connect to the Internet using the USB dongle. The only calls you can make are those through a SIP server using the USB dongle as a tunnel from your computer to SIP server with the help of the Internet.
