Where wifi without internet access is needed to send data from a device to a tablet will Speedify enable the use of mobile data (otherwise disabled by Android 9) by another app on the tablet?

SkyEcho 2 has dedicated wifi without internet access to provide data to a tablet to display targets. The tablet runs SafeSky which needs internet access for a similar purpose but mobile data is disabled by Android up to and including 9 when using the SkyEcho wifi.

The answer to the question is No. Speedify does not enable the use of mobile data when using the SkyEcho wifi, as mobile data is disabled by Android 9.
