Not responding when i try to delete or rename the file extension. Why?

I recent on my Windows 10 OS laptop and i used for Dell laptop since the last years. When i cannot rename, delete or cut the files because the file extension (like ogm or ogv) is not working due to a not responding for this application. When i try to delete or rename the file extension and you may see a message "??? (Not Responding)" appears.

How can i try to fix on my application problem?
