How do you downsample the data, is it via interpolation or decimation?

I was wondering if you would be able to help me find out with which procedure you downsample data? Is it via interpolation (cubic, linear), decimation or even something else? I need the information for a scientific paper I am writing and using your program for the data analysis.

Regarding your question, WinCPRS downsamples data through decimation. It removes samples from the data stream without altering them.
