When I download the file Jfreq-0.5.4.dmg to my Mac and try to open it I get a notice of "broken file" and the opening process does not proceed ?

Did you manage to open it already?
I'm having the same problem. I'm about to throw my Mac onto the ground.
It's always a bureaucracy to download apps from internet, but this one went way too far.
