StewartSigns.com may be the best place to search these days. I can't find ComPlay installation media anywhere but StewartSigns.com, in their Resources | Files & Downloads section, does provide the Complay 4.0 manual.

I submitted a support ticket to them asking for information. This is old tech, hopefully they'll release it or at least provide information on the protocols used to communicate with the signs.
