I cannot use the function "translate"

The name of the program implies that it can translate a PDF. But how? I didn't find such an option.
The small translate window shows no reaction when clicked.
I wanted to translate a manual for a Yamaha receiver. That contains real text. I can select the text and annotate it, but I don't see a translation.
