How can I stop running an application if it uses too many computer resources?

I have a DLL that runs on below normal priority when it starts running and it can't be interrupted so the application that has higher priority is blocked.

You can either use the Task Manager to kill applications or use a process explorer utility which gives you a better view of your currently running processes. Please download and use Process Explorer to analyze resources consumption. When you identify the problem, you can solve it from the same window.
