Many cutting plotters come with their software when it's about the operations you've mentioned but if you can install the plotter in your operating system and you can see it available in the Control Panel, then of course you can use it to work in conjunction with CorelDRAW. Unfortunately, many devices like these don't allow to be handled by 3rd party software.
You should ask the manufacturers of your device because they are responsible for this kind of features.
