Doesn't open missing a file can you check

Question

When I try to open it, I get "Run-time error '339'
Component 'dhtmled.ocx' or one of its dependencies not correctly registered: a file is missing or invalid"

And it does not open. Tried uninstalling and reinstalling, same result. Can you fix the download?
