Version of observer list

Purchased a celestron nexstar 130 scope. The CD of nexstar observer list says it’s for windows 95/98/me/nt/xp or 2000. I run windows 10 on my laptop. Does this mean I can’t use the CD?

Yes, you can still use the CD, even though it is designed for older versions of Windows. You can try running the CD on your Windows 10 laptop, and if it doesn't work, you may need to find an updated version of the software compatible with Windows 10.
