V9 Portal is a malware application which redirects your search queries, modifies search URL, homepage etc. If you want a manual removal operation, simply open TaskManager and kill the V9 process. Then uninstall it by using Add or Remove programs and then use the Start > Run > Type "regedit" (without quotation marks) and search for V9 string and delete everything you find.
If you prefer an easy way, you can always use an application like Malwarebytes Anti-Malware to automatically scan the computer and remove the malware with a click of a button.
