The toolbar provides some conversion tools that will help you if you work in the area of maths, etc. Beside conversion tools, you also have the possibility to customize it with shortcuts to your favorite applications, weather, radio, online TV, Facebook, e-mail, etc. In case you don't need these conversion tools it is safe to uninstall it from your computer. Most likely, the toolbar was installed with another program. It's not spyware but if you don't use it, you can uninstall it from the Add or Remove programs.
