The reason why the FRP lock is there is to prevent people from accessing data of other people. You can't remove it. The phone needs to be taken to a local phone service shop, but even then it's not guaranteed that the FRP lock will be removed. Samsung will ask the provenience of the phone and it will check the status to see if it has been stolen or not and then it will offer a solution to remove the FRP lock.
Unfortunately, these are the best and only solutions to this type of problems.
