Firstly you have to add a new word using the WordArt button. Type the words and phrase you want to add and accept the changes. Click again on the word(s) you've created and go to Format > Change Shape. Choose the ARC form or one of the available ones and the text should change its curve. Adjust as needed by dragging the guidelines.
This feature works in other Office products as well, not only in Publisher.
