Yes, Microsoft Publisher is actually used to merge mails. Publisher contains a Mail Merge panel that you can use to merge mails. First open your existing publication then click the Tools menu and choose Mailings and Catalogs and then Mail Merge. Follow the wizard steps to complete the operation.
