No, the Collage Creator is not compatible with the Windows 10 operating system. I've downloaded the latest version (available via Archive.org website) and although it installed properly, when you launch it, Windows will give you an error saying that it won't launch it due to compatibility and different architecture.
The only way to run the software on Windows 10 is with the help of virtualization tool that allows you to run other Windows versions while the base one is running as well.
The application is called VirtualBox.
