The only way to run this program in Windows 10 is with the help of virtualization. You'll have to install Windows 10 in a virtual machine running Windows XP, because not even Windows 7 is supported.
Download and install VirtualBox then use a Windows XP disc or ISO to install the operating system. When everything is completed, transfer the The Print Shop Ensemble III to that environment and you'll have the possibility to run it.
