Nexus Mod Manager is a Windows-only application which means that it will run on desktops where the mentioned operating systems is running.
The XBOX ONE is running a custom version of Windows 10 as well, but that is heavily optimized for console and doesn't work with EXE files.
There is no way to install custom apps on XBOX ONE, only those supported on the Marketplace.
