Unfortunately, the application is not compatible with the desktop operating systems (Linux, Windows, Mac, etc). The software is available only for Android and iOS, but you can install an Android emulator. The emulator's name is Bluestacks. Download and install it, attach a Google account, then download the WiseView for the Android operating system.
