Try using Revo Uninstaller. Even if it can't uninstall Microlife BPA normally, it will force it to uninstall by wiping out all traces of its presence from the system.
After Revo finished its job, restart the PC and then start Revo once more and check to see if Microlife BPA is still available in the list, but knowing this app, I am sure it will be uninstalled from your PC (desktop shortcuts, registry entries, folders, temporary files, etc).
