I've downloaded a trial version of the SimCLIM application and it worked out of the box. Yes, it did install various modules and files, but it did it automatically without my intervention, therefore I believe you have a version of Simclim that lacks various modules.
I always recommend users to download and install latest versions of the applications because they might lack required packages.
