As the error suggests this is an error related to connectivity. The SQL it tries to access isn't available or the connection is refused by the database engine. I suggest you check the status of the database engine if it's running or has an error.
In some cases it can be fixed by restarting the workstation where it's installed. If it's remotely, then connect to the server and restart it manually, then retest the connection.
