Yes, the software is fully compatible with the Windows 10 operating system regardless if you run it on a 32 or 64bit architecture.
I've just installed it and BookCAT connected the the Internet to download the latest updates and files and I even opened a sample database to work with it. Access the application's page and download the installation package or if you prefer, visit the official website to download multiple versions, but I suggest getting the latest one.
Note: When installing, right click the setup package and choose Run as Administrator.
