You need to activate a few settings on your MP3 player before it can be managed on the laptop. For example, look in the Settings menu and find the Connection controls. From there, make sure to switch the MP3 player's connection mode to MTP, then connect it to the PC.
Windows will detect the mode that MP3 is plugged in and will configure the drivers. I know that MP3s are plug-n-play devices which means they will be available as soon as you connect them to PC. If you don't want to use the Windows Explorer, switch to GoGear SA4VBE Device Manager to configure your device or transfer files.
