The poivY application is actually VoIPConnect when you install it. Download the main installer and launch it, then you'll see that it actually downloads and installs the VoIPConnect. I believe they have some sort of contract to use the application with the usernames created on poivY.
As for your main inquiry, I can say that it runs on Windows 10 and it installs normally without applying any tweaks or something like that.
