The WebExpert is not available anymore. The company that developed it doesn't have the program listed in its portfolio anymore. However, I've analyzed its functionality and it appears that's a web editor. There are many other alternatives nowadays that you can use instead. For example, there is the product from Adobe called Dreamweaver that has the same functionality plus a ton new features.
Another solution is CoffeeCup HTML Editor, that provides the same functionality but more user-friendly.
