Aion is almost 25 GB in its size and the launcher is using a P2P technology to download the needed files used to install the game. It seems that the Internet connection is not using its full downloading speed to retrieve the files and this could be due to firewall, bandwidth limitation or any other interfering software.
Try and disable your firewall, and also make sure your ISP is not blocking this P2p technology (usually torrent).
