The Technoline WS-580 is a discontinued forecast station. I've searched the web, but couldn't find anything about it or a replacement for the software you were using.
If the WeatherFSK worked in the past, try reinstalling the application and configure the station again. Additionally, if you are on Windows 10, disable the Driver Enforcement and then install any drivers you might have.
To disable Driver Enforcement: Start > Settings > Update and Recovery > Recovery > Advanced Startup > Restart > Troubleshoot > Advanced options > Startup Settings > Press key 7 > Restart.
