Can I install Microsoft Expression on my laptop as well as my desktop? When I upgrade my computer, will I be able to remove it from the current computer and install it on a new one?

If your license allows you to install the application on multiple computers, then yes, you can install the software on as many computers as you want. The only thing needed for new computers is to meet the minimum requirements so the software could run properly in the new environment.
