Currently, AirplanePDQ seems to be a discontinued application because there is no download and the only website listed as its main one is actually discontinued, making it impossible to acquire the installation package to test on Windows 10.
However, if you still have the setup package, right-click it and choose Properties > Compatibility. Afterwards, use the drop-down menu and choose a previous version of Windows. Tick the Run as Administrator option as well.
I suggest you contact the one who still provides information about AirplanePDQ on its website. He might be able to provide additional information about this.
