The problem you are facing is related to the compatibility between the Victory 301USB and the operating system. Luckily, even in Windows 8.1, this can be bypassed using a simple trick. The point is to disable Driver Enforcement so you can actually install those drivers.
Due to this, go to Start and type CMD. Right-click it, then choose Run as Administrator. In the command line type bcdedit /set testsigning on. If an error appears regarding the Secure Boot, restart your PC, boot into BIOS and disable Secure Boot, then repeat the procedure.
After the Driver Enforcement has been disabled, reboot the PC, connect the USB device, and install the drivers. Accept the warning, reboot the PC again, and you'll have a working product.
