Based on the specifications page, the software is listed as being compatible with the following versions of Windows: Windows XP, Vista, 7 and Windows 8. In Windows 10 it might work, but you will have to disable Driver Enforcement. It's a feature that doesn't allow you to install drivers that didn't pass the official verification or WDM.
To disable it, go to Start > Settings > Update and Security > Recovery > Advanced Startup > Restart Now. After it restarts, select Troubleshoot > Startup > Press 7 on your keyboard. Windows will boot normally, then install the software for the modem and plug it in. Accept the driver installation warning and reboot the PC. The next time you reboot the PC, the modem will be installed. This trick works for most modems that already have support for Windows 8.
