Based on what you've just said, the printer might have issues with the drivers or the Print Spooler is stuck. I recommend reinstalling the drivers for your printer and reset the Print Spooler service as well.
Driver installation should be pretty obvious. Insert the CD then follow its instructions, but after you've uninstalled it first. Then go to Start > Run > services.msc. Locate the Print Spooler in the list, right click it and choose Reset. After this procedure, restart your PC and launch eBIRForms again.
