No, the E-Designer isn't compatible with Windows 10. I've checked the official website and a brochure and Windows 10 isn't between the supported operating systems mentioned there.
As you can see, there is no Windows 10 operating system mentioned there. However, if you have the installation package, right click it and go to Properties > Compatibility. Select one of the versions that are supported and then run the application.
