I don't think you can create a new user ID on the Loozy Dialer because this is a service that's using pre-paid cards and pre-created user IDs. The nearest reseller of Loozy will do that for you. This is also mentioned on the official website of the developers.
Their contact page indicates that you should get in touch with the reseller because there is no other way listed on their page.
