Unfortunately, there is no application available to open MIX files created by the Photodraw. Microsoft completely abandoned Photodraw without any possibility of converting MIX files to working JPG or PNG format.
You can try XnView, but according to the available info on the official forums, it appears that it will display an error when you try to open the files, but that doesn't mean you shouldn't try.
