Since there is no information on the Internet regarding the Khmer Dictionary installation, I recommend reinstalling it but this time use Run as Administrator. This is useful because the application installs on the system partition and needs those access rights. Secondly, it won't have the possibility to place the fonts into the Fonts folder which is also on the system partition.
If you manage to start the product, go to its built-in Help section to read about installation procedures.
