I need a pairing template for 13 teams.

You will have to use other templates as a source to create your own ones. Unfortunately, you have to use the resources available on the Google Search for this procedure since the ScoreCard Golf is a discontinued application. I've tried to download it from various sources on the Internet, but no link was working.
