I've checked the website of developers and it appears that no information could be found for te InteriCAD 7000. Their website seems kinda broken because various parts are not working correctly. The Downloads section is empty and the menus don't work properly.
I recommend you get in touch with them in order to see exactly what is going on. And as a solution for your issue, right click the setup package or the executable file, then go to Properties > Compatibility and select Windows 7 from the drop-down menu.
