Can I use Poly to open a .stl file and export it as a SolidWorks file or iges or step file that I can open in SolidWorks to compare a scanned vs a CAD model?

I believe that you need the Pro version of the Poly application that is capable of opening STL files and export to others. Access the link below that will lead you to the official website from where you can acquire the software and read the description where some of the features are mentioned.
