The image is small and blurry and I can't seem to figure it out the exact file that is missing but I can read the message and as far as I understand it seems that the program you are trying to launch is missing a file. You can either look on the web for the file or you can perform a fresh installation of the software, as it recommends.
If it is not working after the installation process, then you manually need to copy the file to the installation folder. In most of the cases, this is the easiest solution. I can assure you that if it is the right file, the software will work as it should.
