You receive that error because website where the application was previously hosted is not working anymore or has been moved. I've visited the website called Mike's Freeware and indeed, it displays a IIS7 page error. That's the default page shown when the hosting doesn't have a page set up.
Currently, there is no possibility to install or download this application.
