Installed Scanrem and activation key,but the program is not working.

Besides the actual program's installation, the software also needs the following components:

.NET Framework 3.5 SQL Server Compact Edition

I also believe they're installed along with the main program's installation files. There is also another module that needs to be downloaded to install the frequencies: http://www.scanrem.com/index.php/category/3-frequency-files

Install all these and then run the program. For additional help, go to Help > About and use the details you find to contact the developers.
