The EXE file corresponds to Windows operating system which in this case is not available for you because the tablet works on Android OS which has a different file format for executables, installation packages etc. plus the architecture of the programs is quite different than the Windows one.
For a complete installation of the Adobe Flash Player, you will need to visit Google Play Store and perform an installation from that place because it is the only place you will be installing official applications.
