If the official developers informed you that the product you're planning to use is actually discontinued, then there's nothing to be done. Sometimes other developers tweak and change the code to make it work again on unsupported browsers, but since it's an ActiveX, it will run on in Internet Explorer, therefore you need a version of Explorer compatible with the ActiveX Control.
The oldest available that can be used with the ActiveX Control is Windows XP. You have to install Windows XP in a virtual machine and then install the ActiveX Control.
