This shouldn't happen, but it appears that that the PC Repair is configured to launch every time you launch something. While it's not a rogue applications, it's configured to act like one and I recommend its immediate removal from your PC because it will do more harm than good.
Try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
After it finishes, run Revo once more and identify the application in the list, if it exist anymore.
